Testing Instructions:
1. In MS Word on Mac, create a word document with a number of paragraphs and formatting
2. Copy from word and paste into HTML editor
3. Go into HTML view and confirm there are no extra unused spans

While working on ~~MDL-47003~~ and ~~MDL-47002~~, found that the empty span removal in the current code is inadequate and can level hundreds of unused spans in the code.
