Sort by age option missing when viewing question banks (Backport of MDL-25721)

      1. Create a bunch of questions in a course.
      2. Visit the 'Course administration' > 'Question bank'.
      3. Confirm that you can order the questions by the time created and time modified and that the layout of the table looks like the question_bank_time_ordering.png file.

    Description

      We need to decide whether or not to backport this issue. It does make some UI changes, but it is also functionality that was very popular and was lost in 2.x.
