Headings of Atto and toc in Wiki

      1. Create wiki page with lots of different level headers in Atto
      2. Make sure the TOC is displayed with <h3> as a top-level header, sections are editable
      3. Create wiki page with lots of different level headers in TinyMCE (start with h1)
      4. Make sure the TOC is displayed with <h1> as a top-level header, sections are editable
      5. Create wiki page in creole format, ensure toc and sections work as well

      P.S. only top-level sections are editable in mod_wiki

      Description

      Hi,
      we are using html-editor atto. As explained in MDL-46462, atto has no more headings h1,h2.
      When using the activity wiki we have to use these headings for generating the table of contents correctly.
      If we're going with Andrew Nicols explanation, we will never be able to use a table of content in the current wiki activity.
