Install a Moodle instance via CLI ( https://docs.moodle.org/28/en/Administration_via_command_line ). Don't specify a summary

Bump the version number in version.php

Go to Site administration ► Notifications

Ensure that "Front page summary" does not appear under "New settings"

Install a new instance manually (not via CLI or MDK)

Make sure that the "Front page summary" does appear under "New settings" on the final page of installation

Install a Moodle instance via CLI, but this time, do specify a summary

After installation ensure that summary is displayed.

When you upgrade a site for the first time, the "Front page summary" appears under "New settings"

This is probably because front page settings is not set during initial installation, so its default value is not set until after the first upgrade.
