Notification templates are not correctly located in theme_base

      1. Using Clean, visit Site administration -> Development -> Template Library
      2. Click on each of the notification templates to see them rendered with some documentation
      3. Edit the files lib/templates/notification* and confirm that the template library shows the changes
      4. Switch to theme_base
      5. Click on each of the notification templates to see them rendered with some documentation
      6. Confirm that the notifications displayed are the ones from theme/base/templates/notification*

      We forgot to move them in MDL-49650. They are located in a sub directory and should not.
