Testing Instructions:
1. Create a deferred feedback quiz.
2. On the quiz edit page, add two Random questions.
3. Verify that there is no lock icon.

Steps to reproduce (note I have not verified this yet):

Create a deferred feedback quiz.
On the quiz edit page, add two Random questions.

Expected result: no lock icons.

Actual result: lock icon appears.
