Atto: Unable to select "open in new window" when linking to the file from repository

      1. Create a new Page
      2. Enter text (for example PDF)
      3. Then highlight text
      4. Click on the hyperlink button on the editor
      5. Check "open link in new window" checkbox
      6. browse and add file
      7. click create link.
      8. VERIFY: When you view source target="_blank" is added to the PDF link you created
      9. VERIFY: Repeat the same when manually adding a link rather than using repo picker
      10. VERIFY: Repeat the same not ticking the new window box, and verify that target="_blank" is NOT added

      Description

      There is an issue when creating a page learning resource and adding a hyperlink to a PDF or file where the linking feature does not save / keep the check place in the open in popup feature.

      This requires a user to select the link again and click the hyperlink button on the editor and recheck the open in popup option.

      Steps to reproduce

      1. Create a new Page
      2. Enter text (for example PDF)
      3. Then highlight text
      4. Click on the hyperlink button on the editor
      5. Check "open link in new window" checkbox
      6. browse and add file
      7. click create link.

      The link does not open in new tab/window.

      However, if you again highlight the link and click on the link symbol and recheck the "open link in new tab/window" box and save/display it works.
