Improve Rubric interface to include the ability to duplicate rows.

      Navigate to the rubric editor screen. Add criterion description, level definitions and point values that are unique. Add extra levels if desired. Click the duplicate button and check to see if the new row is created and has the exact same values.

      Many rubrics I have seen are basically the same data in the row, except the criteria is different. I would like to propose we add a duplication button to the rubric interface.
