Use $CFG->gradepointdefault for new manual gradeitems and grade categories

      • Go to global grade settings and set gradepointdefault to 10
      • Go to a course, go to grades, select "itens and categories"
      • Click "add an item" button and see that the default max grade is 10
      • Click "add a category" button and see that the default max grade is 10

      In version 2.7, with MDL-22999 , a global configuration was added to
      define the default max points that will be used by activities.

      This same value/setting should be used when manually
      creating new grade itens and categories.
