With Force Login enabled - when you enable Maintenance Mode and set a message, the message is never seen as the login page always appears. This causes people to attempt to log in and then raise tickets to their administrator.
When Force Login is disabled - when you enable Maintenance Mode and set a message, this message is seen as soon as you visit the Moodle site. (However if you have a bookmark for the login page, you will never see the maintenance message(another thing that should change? it really should show the message on the login page, too...)).
This should be changed so that when Force Login is enabled and Maintenance Mode is enabled, the redirect to /login/index.php doesn't happen so that the Maintenance message is viewed.
