If a block is not high enough for the action menu to be rendered entirely over it then the action menu many appear underneath the block below.

To reproduce use:

• Clean theme
• Chrome

1. Go to a course
2. Turn on editing
3. Hide a block that is not at the bottom of a block region
4. Try to open that blocks action menu again

Expected: The action menu should be easy to see and use

Outcome: The action menu is partially transparent so looks as though it is behind the block below, and sometimes they seem to actually be below the menu so they are unusable

Workaround: When a block's menu is unusable moving the block to the bottom of the block area can make it useable
