Prevent or warn teachers about removing level 0 in rubrics as it leads to unexpected grades.

      This fix has been suggested many times. I have read through the above thread and am not satisfied that this is resolved.

      Given a rubric with 1 criterion with 3 levels scoring 2,6,10 (this does happen). It is surprising to the marker that giving a student 2 actually scores the user a 0, and scoring a 6 will result in a grade of < 6. This is not intuitive.

      My suggestion is that we simply do not allow the first level to be changed. Alternatively there needs to be a more intuitive calculation for the final grade.

      This is a follow on to the discussion in MDL-45241.

      Another case described in MDL-33656 - we must not allow to save rubric where all levels in a criterion have the same values as it does not make sense and obviously the person creating the rubric forgot to put "0" as a level.
