Users UTC+/- timezone settings not migrated to new timezone format.

      1. Hack your database and set a user's timezone to -1.
      2. Go to edit the profile of that person
      3. Confirm that you see Invalid timezone: "UTC-1.0"
      4. Confirm that the timezone was not changed after submitting the form
      5. Repeat with different timezones from -13 to 13

      3.0 onwards

      1. Make sure the Unit Tests pass
      2. Hack the DB to set a user's timezone to 0
      3. Confirm that it is displayed as "Invalid timezone: UTC" when edit that user's profile

      With the adoption of the new core_date class and timezone methods it seems the UTC+/- timezones (standard in previous versions) are no longer supported nor migrated to new timezone format.
