User activity report shows broken image if no activity

      1. Have a course with two students - A and B
      2. As student A, do some activity in the course
      3. As a teacher or admin, go to the course participants page
      4. View the profile for user A, then view All logs
      5. Confirm that the chart correctly shows course activity
      6. View the profile for user A, then view Today's logs
      7. Confirm that the chart correctly shows course activity
      8. Go to the course participants page
      9. View the profile for user B, then view All logs
      10. Confirm that the chart correctly shows with no activity
      11. View the profile for user B, then view Today's logs
      12. Confirm that the chart correctly shows with no activity

    Description

      If you go to the Today's logs or All logs for a user that doesn't have activity in that timeframe, a broken image will be shown where the chart should be.
