XML Public Key link does not contain exported scores in 2.9+

      Don't forget to add id number for users and activities.

      1. Enable gradepublising.
      2. In a course, give some students some grades.
      3. Go to grade export > XML File.
      4. Expand the grade publishing options and add a user key.
      5. Select the user key and click Export.
      6. Click on the link and open the xml file.
      7. Make sure the <score></score> tags were generated with the user score.
      8. Run /home/moodle/moodles/stable_master/moodle/grade/export/xml/tests/behat/export.feature make sure it pass

    Description

      If I export some grades with the xml grade export scores will show up between the <score> and </score> tags. When I Publish the grades and get a new Public Key and click on the public link to the file, the file is missing the grades. This worked great until we just upgraded our Moodle to 2.9. I had been using a Google spreadsheet to automatically generate bar graphs from the public xml feed. The bar graphs were embedded in a Google Site so bar graphs were updating even as students finished taking for example a test. It was awesome and I was going to start trying to get Arduino to light up some LEDs also but after the upgrade I can't get this to work anymore.
