It is important to test this with a user that only has 'tool/lp:competencymanage' allowed in a category, or sub category.

      1. Create framework categories on the site level
      2. Make sure you cannot create/edit them if you don't have the capability in that context
        • Alternatively you should be able to create some in the children categories
      3. Make sure all the related functionalities of frameworks, competencies, and course linking works as you would expect

      Description

Competency frameworks should be able to be limited to a course category.

Managers should be able to edit the framework if they have the correct capabilities on the course category context.

Courses moved between categories will retain any linked course competencies regardless, the category "filter" is only considered when creating new links.
