Create a competency framework: Site Administration > Competencies Frameworks
Add competencies to the framework created.
Select a course.
Add a competency to the course: Course administration > Course competencies
The competency is created with default value "None" for field "Competency is"
Select an other value.
Exit and come back in Course competencies.
Check the last value selected is displayed.

For competencies linked to a course - the link should be able to be configured to allow either:

The competency should be "Completed/Recommended" when the course is completed. There should also be an option to do nothing.

The screen should explain that in any case when the course is completed an evidence attached to the user's evidence for that competency.
