Lang strings used in registration process are buried in local_hub

As found when looking at CONTRIB-5870, the lang string emailmessageurlalreadyexists is in local_hub rather than core. Most likely other strings used in the registration process are also in local_hub. One consequence of this is that strings are not translated. Local: Hub is a plugin which is no longer maintained and is seeking a maintainer.
