Allow sections to be inserted between other sections

      • Create a course with the 'weekly' or 'topics' format.
      • Turn editing on.
      • Verify that 'Add sections' links are displayed after each section (and that there is no duplicate link after the last section).
      • Verify that the requested number of new sections are created, in the appropriate positions, and that you are returned to the correct section anchor/page afterwards.
      • Turn editing off and verify that the links are no longer displayed.
      • The above should be tested with 'weekly' and 'topics' formats, multi-page and single-page layouts, all core themes and all supported browsers.

      Description

      Currently the only way to add sections to a course is to add them at the end.

      The mechamisms for adding sections are:

      • through the course settings
      • by clicking the + icon below the last visible section

      During the usability testing, it was noted that seeing how to add sections to a course was not intuitive because the controls to achieve this were hidden off the bottom of the screen. Participants added folders instead of new sections.

      The suggestion from the study was ""In between each section, add a line and a plus to add a section in that position." In other words, the controls for adding/removing sections that appear below the bottom section should be added below each section.

      This was a significant blocker for 3/6 participants.
