Title of oversized docked block obscured by navbar in Chrome large format

      Firefox displays the block correctly on top of the navbar. The block will also display correctly if you have a narrower screen width (below 980px).

      1. Use a Chrome browser. (I have Version 44.0.2403.157 (64-bit) on OSX 10.10.4.) in a desktop format (large browser window).
      2. Using the Clean theme, dock an oversized block (too tall to display completely on the screen). You can use the Administration block, and simply expand several of the rubrics.
      3. When the block is too tall for the screen, I expect still to be able to see the title of the block on top of the (fixed) navbar.
      4. Instead the title of the block is hidden behind the navbar.
