Rename "official" tags to "standard", allow admin to set for each tag area how to use standard tags

      Before upgrade
      Add some "official" tags (Site administration>Appearance>Manage tags)

      Upgrade
      1. upgrade from last week's master, go to "Site administration>Appearance>Manage tags" and make sure that "User interests" have "Hide" under "Show standard"
      2. upgrade from 3.0 and ensure the same
      3. Check that tags that were "official" before upgrade are now "standard"
      4. (after upgrade) change some of the values under "Show standard", refresh page and make sure they have changed; bump version number and run upgrade script; go to Manage tags again and make sure all values are the way you set them and not reset to default.

      Functionality

      • Create several standard tags
      • Change the "Show standard" for some area
      • Create or edit an item in this area (for example if you test "User interests" - edit your profile, if "Courses" - add/edit course, etc.)
      • Make sure the tags form element respects the setting
      • Browse around and look for standard tags being called "official" anywhere in UI

      Proposed @ MDL-50919, this is about to consider when "standard" is a better (and more "standard") way to call those "official" tags.

      Rationale is that we already are using such a naming distinction (standard/custom) in scales.

      If this is accepted it will require changes in a bunch of places.
