deprecate / delete core_grade_get_grades

      It was created from a mis-understanding the grades API and later nerfed.

      It only returns grades for activity modules and the course. No manual items or category items. It is not available to students because it exposes raw grade data that has not gone through grade hiding logic.

      I cannot see a single use case for it.
