External function core_user_external::add_user_private_files is not exported as a Web Service

      Version number is bumped because the site needs to be upgraded to reload the lib/db/services.php

      After upgrading, go to Site administration ▶ Plugins ▶ Web services ▶ API Documentation and confirm that in the functions list you see the "core_user_add_user_private_files" WS

      For 2.8 and 2.9 the function is not declared in lib/db/services.php so it cannot be used via the Web Services API.

      I consider this a bug since it wasn't intentional (as far as I know) to not export the function
