      1. Create two frameworks, and set them to use different scales
      2. Add a least a competency in each
      3. Create some user_competency entries mapping to the competencies of one of the frameworks
      4. Make sure that:
        • You cannot change the scale of the framework that has related user_competency
        • You can change the scale of the other one

      Description

      Once a user_competency framework is set on a competency that belongs to that framework the scale cannot be changed. The scale configuration (Proficiency and default values) can still be changed but it will not affect any of the existing user_competency objects.
