Usability - move "turn editing on" inside "forum subscribers" main page

      1. Make sure you are using the Boost theme.
      2. Go into a forum.
      3. Click the "Show/edit current subscribers" from the forum's admin menu (or if you are using the Boost theme: from the right side "gear" icon/menu )
      4. You should not see the "Turn editing on" button on the navbar, but on two new positions: inside the page and above the subscribers/users list and under the subscribers list. both, on the far right side of the page, in LTR mode.
      5. Switch to RTL mode, make sure the buttons switch position to the far left side of the page.
      6. Switch to Clean (or More) theme, make sure all looks the same as in Boost theme

      Description

      It is unclear to teachers that the "Turn editing on" is related to adding and removing forum subscribers from the page. And it is also "hidden" on the far remote side of the screen, for them to notice and relate to the meaning of the page they are at.

      The button "Turn editing on" is placed in the same logical place where course editing button is placed in the course's front page and customize blocks button is placed in the dashboard page. which they have more or less same meaning but different from this one (there are more examples)
      So it is not intuitive for teachers to understand that the button has any connection to forum subscribers management. Because of the button's text too.

      I suggest moving it and placing it before and after (as we have courses with 100+ students) the list of subscribers. and also changing the label to "Manage forum subscribers" or something similar. See attached mockup for suggested new placement of the button and it's new text.

      Maybe display the after button only if the list of subscribers is bigger than X (default X=25?).
