The block Tags still displays Settings link in the admin UI

    Description

      Steps to reproduce

      1. As admin, go to Site administration > Plugins > Blocks > Manage blocks page
      2. Locate the Tags block row
      3. Check and click the "Settings" link for the block

      Expected behaviour

      There should be no Settings link displayed. The only setting that was available there in 2.9 (block_tags_showcoursetags) has been dropped and removed in MDL-51132.

      Actual behaviour

      The settings link is still displayed and links to non-existing URL admin/block.php?block=40
