Because of some downtime @ moodle.org we have detected that MDL-45765 did introduce a test requiring that server to be available.

Ideally all the external tests should be done against stuff in the exttests repository, that is automatically deployed @ https://download.moodle.org/unittest/ and can be cloned locally using TEST_EXTERNAL_FILES_HTTP_URL and TEST_EXTERNAL_FILES_HTTPS_URL facilities.

The test failing is test_calendar_cron_working_url():
