Empty administration block when page on front page course

      1. Create a course with a page module
      2. Enable guest access
      3. Access the course as a guest and visit the page module
      4. Confirm that you don't see the "Page administration" in the admin block
      5. Access a category as guest
      6. Confirm that you don't see the "Category" in the admin block

      Steps to reproduce:

      1. In front page settings include a topic section
      2. Turn editing on front page
      3. Add a page to front page topic setcion
      4. View page as guest

      Expected results:

      • No administration block is displayed

      Actual results:

      • Administration block is displayed with empty 'Page module administration' node

      NOTE: this only affects 3.0, not 2.9 or lower
