      Run unit tests. Run behat tests. Install a clean site - verify there is a new scale created for competencies, as well as the default "Separate and connected knowing". Upgrade a site, verify there is a scale created for competencies but the "Separate and connected knowing" is not created modified or deleted.

    Description

      I propose that the default scale in a new Moodle installation is changed from the current Separate and Connected ways of knowing. This is a niche use of the concept of scale and is likely to confuse new users. The aq.moodle.net site uses a scale called Satisfactory which contains Not satisfactory, Satisfactory, Outstanding. That would be a better illustration of how most people are likely to use scales. This has been discussed in the forums here
