Currently in all versions, it is only possible to save a rubric or a marking guide when all of the criteria have been selected. Otherwise, the system tells the user that he/she must complete the entire form before saving. With the "marking workflow" function, when a TA or a teacher selects the In marking status and tries to partially evaluate a student, the system won't save for the same reason previously stated. This is a contradiction. Unless I misunderstood, when someone is under grading, it implies that not all the criteria will be graded (selected) during this phase. Therefore, we should be able to partially evaluate a student's rubric.
In our case, in University of Montreal, a TA or an assistant can evaluate some parts of the student's rubric. In the end, the professor has to complete the rest, but for this, we need to be able to partially complete the rubric form. There are many other examples I could give you if need be.
