Allow no user profile grade report to be selected

      On a fresh Moodle installation:

      1. Check that the grade_profilereport server setting is at "user"
      2. Confirm that grade information is shown on a user's profile page
      3. Install the patch
      4. Select "None" for grade_profilereport
      5. Confirm that no grade information is shown on a user's profile page and that no debugging or error messages are shown

      Description

      At the moment, administrators are required to select a grade report to appear on the user profile, if there is at least one installed that supports this. However, there are cases where service administrators may not want to display grade data on the profile page, and there appears to be no requirement for this (for example, if the built-in user grade report is uninstalled, the profile page simply stops displaying grade information).

      It would be useful if administrators could select "None" for the grade_profilereport admin setting.
