Moodle block allows using permissions to set which role can see block content. This functionality is not enough, also it is not working in Front Page or My Page, because in these pages all user are in the same role.
It would be good that Moodle blocks could be managed using "restrict access" setting as a resource or activity in Moodle.

Restrict access settings should allow set block display, depending on:

• Date
• Language
• User profile field (including and additionally fields (locally create an administrator))
