Quiz completion doesn't respect user overridden attempt number

      Description

      If we have user override on quiz setting (number of attempts), quiz completion doen't respect that.

      How to reproduce:

      1. Create a quiz
      1.1 Set number of attempts to 1
      1.2 Set Activity Completion with settngs:
      1.2.1 completionusegrade = 1
      1.2.2 completionpass = 1
      1.2.3 completionattemptsexhausted = 1
      2. Fail one attempt of the quiz under "User"
      3. Look on the red icon completion-auto-fail next to the quiz on the course page
      4. Add quiz user override for "User": number of attempts = 2
      5. Login as "User" and look on the red icon completion-auto-fail next to the quiz on the course page

      How it should be:

      1-4. Same
      5. Login as "User" and look on the empty icon completion-auto-n next to the quiz on the course page
