      Description

      In a situation where competencies, or plans, can not be sent for review, it is unlikely that comments will be used at all. In this scenario we need to provide a way to disable the comments altogether.

      So far we thought of this:

      1. Adding a capability to cancomment, and
      2. Hiding the "Comments" area when the user can not comment and there are no comments.
