Groups and members dropdowns overlapping on mobile devices

      Please use a mobile device (or Chrome's mobile device emulator) for testing this issue

      1. Log in as admin and make sure a bootstrap base theme is enabled (clean theme is fine)
      2. Create and view a course
      3. View the groups page (course administration > users > groups)
      4. Confirm that the "Edit group settings" and "Add/remove users" buttons don't overlap. The "Groups" section and "Members of" section will now appear one on top of the other, rather than side by side, if the device is sufficiently small.
      5. Change the theme to "base"
      6. View that same groups page
      7. Confirm that the buttons do not overlap (the base theme doesn't appear to have any responsive styling so it all kind of just scrolls off screen).

    Description

      On mobile devices, specifically smartphones, when creating groups the " Add/remove users " button is overlapping the " Edit group settings ".

      INSTRUCTIONS

      Test on a smartphone.

      • Go to - Admistration -> Users -> Groups
      • Create a group, then add a user.
