Go to the edit quiz page.

Add a question.

Verify you can remove that question again.

Now add several questions.

Add some section headings.

Verify that you cannot remove the last question from a section, unless it is the only section in the quiz.

Trying to remove all the questions from a quiz, I am left with the last question which I can not remove.
