Unexpected behaviour with numbers smaller than 1e-27 in numerical qtype

      Description

      Hi,

      Trying to create a numerical questiontype to ask for the mass of an electron (9.109e-31 kg) I found that I can't control the accuracy of the answers because by default, and setting error field as zero or blank, answers as 9.9e-31 kg or even 8.109e-31 kg are marked as correct when they shouldn't.

      The same question for the mass of a proton (1.673e-27 kg) works as expected so I thing that the issue happens with numbers smaller than 1e-27.

      As I have a 2.9 and a 3.0 versions of Moodle running I checked them and found the same behaviour in both.
