External Tool (LTI) JS Resize - Select Option

As part of MDL-44902 JS resizing of the iframe is implemented.

This works well and can be helpful, but we have run into a situation where it is actually causing an issue on smaller displays and due to the code is hiding scroll bars as well.

Instead of hacking core code we want to suggest having an checkbox option as part of the tool settings (such as when you chose to open it in a new window etc) in the course to turn off or on JS resizing.

We will work on a patch to submit as well.
