Testing Instructions:
1. Enable sitepolicy and sitepolicyguest
2. Create forum on the front page, add some posts
3. Enable RSS
4. As non logged in user read the forum and make sure you can subscribe to the RSS

The News forum at https://moodleassociation.org/news/ seems to be public. However, when I try to add the RSS feed to me Reader (https://theoldreader.com/) it says access denied.

This forum is a module on the site homepage
