      Description

      It's not clear why the base plugininfo class does not provide the default implementation of admin settings so that all plugin types support it by default, when a plugin type doesn't support admin settings it restricts the functionality of the plugin.

      We should make it so you can't add a new plugin type without supporting admin settings.

      This will prevent repeats of MDL-49620 (and I am sure I recall similar issues in the past)
