Highlight the selected forum post when deep linking with a #anchor

      1. Deep link from somewhere that uses the post permalink, eg a forum email

The targeted post should be highlightedmaking it super clear exactly what you just referenced, this is especially important when linking to post towards the end of the discussion on a big screen where the hash anchor can't be scrolled to be flush with the top of the window where it normally is.

      When deep linking into a forum discussion to a particular post it's easy to lose visual context depending on factors like the length of each post and the browser window size.

      To make things more usable I'll add target highlighting to the selected post which mimics behaviour in other common forums software (eg Jira does it)
