Unable to add or filter Hebrew tags with the letter "ת" that is on the same keyboard key "," (comma)

      Test in all browsers

      1. Go into a course settings page and open the Tag section, at the bottom of the form.
      2. Type some English letters and click the "," (Comma) key on the keyboard, to see the group of letters turn into a tag just above the Tag input box.
      3. Switch keyboard layout to Hebrew (or any other language, in which any of the language's letters is placed together with the "," key.) as on the Hebrew keyboard layout the letter "ת" (Taf) is replacing the "," char on the same key.
      4. Input some Hebrew letters and click the "," which is adjacent to the ENTER key (the ' or " key) (and not the one that is 3 keys to the left of the left shift key, in an English layout keyboard) and see that the group of letters turn into a tag above the Tag input box.
      5. Also, test that the ENTER key still functions properly on both keyboard layouts and works the same as the "," key.

      When Hebrew tags to course tags that include the Hebrew letter "ת" which is placed on the keyboard key that holds the "," (comma) char, the auto-complete form element field is ignoring the input coming from the keyboard.

      Work-a-round: copy & paste the word (Hebrew tag) you need, which includes a letter "ת".
