Implement searching course modules by tag

      This branch needs version bump

      1. Create several different course modules in different courses and add tags to them (make sure that you tag at least one label)
      2. As admin go to Site pages>Tags and click on tag name - you should see all course modules in all courses tagged with this tag
      3. As a teacher add Tags block on a course page and click on the tag
      4. You should see course modules tagged with this tag in the current course first and then in other courses
      5. Hide one of the activities
      6. As a student click on the tag name - you should only be able to see the visible (or accessible) modules

    Description

      In MDL-52252 it became possible to tag course modules but the searching is not implemented.
      At least we can implemnet searching by admin and/or searching inside one course.
      The final solution (for all users across all courses will depend on MDL-53169)
