      This test can only be done into a Moodle connected to another via MNET :
      1. log in with a user with the capability "mnet/logintoremote"
      2. jump to a remote Moodle using MNET : /auth/mnet/jump.php?hostid=[mnethostid]
      3. check if the event got triggered on the log report

      Description

      Moodle does not fire user_created event while creating user via MNET.
      So it is actually impossible to hook on user creation while user land into a host via MNET for the 1st time.

      see that peace of code into auth/mnet/auth.php (arround line 295) :

      $remoteuser->id = $DB->insert_record('user', $remoteuser);
      $firsttime = true;
      $localuser = $remoteuser;
