Report when a scale is being used in CBE

      1. Create a new scale
      2. Confirm that it is not reported as being used in "Admin > Grades > Scales"
      3. Use it as a framework's scale
      4. Confirm that it is now marked as used
      5. In the same framework, re-use it as a competency scale (do not use use framework defaults)
      6. Confirm that it is still marked as used
      7. Use another scale for the framework
      8. Confirm that it is now marked as used
      9. Use another scale for the competency
      10. Confirm that it is NOT marked as used

      Description

      Use the hook from MDL-51867 to report when a scale is being used. We have to consider a scale as being used as soon as it is specified in a framework or competency.
