Use Amazon S3 for external automated backup storage

      Add functionality to automated backups so administrators can have produced files sent to Amazon S3 buckets. This would be particularly useful for sites running on AWS, but can also be used for on-premise sites where storage for course backups is scarce.

      Problems: AWS' SDK requires PHP 5.5+; implementation would ideally overhaul backup storage, external destinations would be configured as plugins of a sort, allowing Azure blob as well as S3.

      I have no expectation this will be implemented or considered for some time, as there are practical issues preventing the drop-in of the AWS SDK; just getting the ball rolling.
