Delete competency data when deleting a course/activity

      1. Create a course with competencies, module competencies, and some competency ratings
      2. Delete a module
        • Confirm that the modulecomp table does not contain its competencies any more
      3. Reset the course and select Remove competency ratings
        • Confirm that no ratings are present in usercoursecomp for this course only
      4. Regrade a few students
      5. Delete the course, and confirm that:
        • There is no more ratings for this course
        • There is no more module competencies for this course
        • There is no more course competencies for this course
        • There is no more course competency settings for this course

      Description

      When a course/activity is deleted we are leaving behind the different competencies that are attached to them, as well as the user ratings, etc... We shouldn't.
