Structure of the question import/export forms, File format section, is really bad

It does not really matter whether you test import or export first. Do whatever you think will be more convenient.

      Import

      1. Go to the question bank in any course.
      2. Go to the Import questions page.
      3. Look at the layout of the form, particularly the File format section.
      4. Verify that it passes basic accessibility checks.
      5. Verify that the help icons work.
      6. Try to submit the form without selecting a format.
      7. Verify that the validation message is shown OK.
      8. Find a example question file (moodle.net?) and import it, selecting the right format.
      9. Verify that the import works.

      Export

      1. Now go to the Export question page.
      2. Look at the layout of the form, particularly the File format section. (It should be identical in structure to what you saw before, just with a different list of available formats.)
      3. Verify that it passes basic accessibility checks.
      4. Verify that the help icons work.
      5. Try to submit the form without selecting a format.
      6. Verify that the validation message is shown OK.
      7. Export some of the questions, selecting one of the formats (I recommend Moodle XML).
      8. Verify that the export works.

There are a lot of separate radio button elements, each with an empty label on the left and the real label on the right. The required field marker is only on the first format.

It would be better as one group of radio buttons that is required.
