Add to Moodle the ability to have a Rubric-like grading method which combines the feedback benefits of a rubric with that of simple direct grading (which would also allow the use of scales etc).

The maths behind the current Rubric grading method are either too complicated or not appropriate for use cases where schools or universities have a set grading scheme and only grades within that scheme can be used. Unfortunately that makes the current rubric unusable in those conditions.

Proposed solution: Have an additional rubric grading method available which allows markers to set a grade through simple direct grading AND provide feedback through a rubric interface. The grade would entirely be provided by the simple direct grading.

Considerations: Naming convention for both types of Rubrics. This new rubric had a working title of "feedback rubric" but better described as "Graded Rubric" while current Rubric could be renamed "Rubric (computed)". Better naming suggestions welcomed!
