Course competencies page always shows a notice regardless of my role.

      As admin
      1. Login as an admin.
      2. Create a competency framework and create and add competencies to it.
      3. Create a course and enrol a teacher and a student.
      4. Under Course administration, click Course competencies
        • Confirm that a beige-ish notice is shown indicating Competency ratings in this course are updated immediately in individual learning plans. with a gear icon beside it.
      5. Click on the gear icon. On the dialogue, tick Rating a competency only updates the competency in this course and click Save changes.
      6. Check the course competencies page after the dialogue has closed.
        • Confirm that a bluish notice is shown indicating Competency ratings in this course do not affect individual learning plans. with the gear icon beside it.
      As a teacher
      1. Login as a teacher enrolled in the course.
      2. Go to the course.
      3. Under Course administration, click Course competencies.
        • Confirm that the notice is displayed, but without the gear icon.
      As student
      1. Login as a student enrolled in the course.
      2. Go to the course.
      3. Under Course administration, click Course competencies.
        • Confirm that the notice is hidden.

      Description

      The course competencies page always has a notice at the top to say e.g. "Competency ratings in this course are updated immediately in individual learning plans.". This is useful information for teachers rating in a course - but it is gobbledygook to students. Lets only show it if you have 'moodle/competency:competencygrade' permission in the course.
